Also, you did not answer if the kadence toolkit is listed in your plugins? I have looked everyone in all menus, but no theme options anywhere. The Kadence toolkit is not listed as a plugin, but I remember installing it at one time when I set the website up. But at some point, it disappeared.
I just connected to the site via SFTP and saw that the virtue-toolkit folder was there in the plugins. I renamed it virtue-toolkit-old and then tried reinstalling the plugin again. I tried the whole thing one more time, and this time it worked. Now I see the theme options.
